‘Fatwa on Syria’ by 107 scholars
What is happening in our beloved Syria – oppression, persecution, and the spilling of the blood of innocent people by a tyrannical regime and its allies is a crime that will never be forgotten. God is certain to make the shedding of the blood of innocent people a disgrace for those who participate in the regime’s crimes or remain silent
The scholars also announced their support for any sincere effort to curtail the bloodshed in Syria and to protect the Syrian people from a prolonged civil war which could destroy the country. Such support, they said, is a fundamental Islamic requirement. They said that they supported the holding of free elections which would express the will of the people.
All praise be to God Almighty, the praise that is due to Him in all situations. Peace and blessings be upon Prophet Muhammad and his household.
What is happening in our beloved Syria – oppression, persecution, and the spilling of the blood of innocent people by a tyrannical regime and its allies is a crime that will never be forgotten. God is certain to make the shedding of the blood of innocent people a disgrace for those who participate in the regime’s crimes or remain silent, as well as for individuals, organizations and states that support it.
With every day that passes, scores – sometimes hundreds – of people die and many times that number are injured. Families are made homeless, women are raped and sanctities are violated. The security forces commit these crimes without shame or hesitation whilst the world meets to merely discuss the situation.
The signatories of this statement reaffirm the absolute prohibition of bloodshed in the Quran and the Sunnah, and the sanctity of all the rights which Islamic law grants and protects. In the Quran God associates shedding the blood of innocents with unbelief,
“Believers, never invoke any deity side by side with God, and do not take any human being’s life – [the life] which God has willed to be sacred – except for a just cause, and do not commit adultery.[1]
We hereby rule that it is not permissible to remain in service in the Syrian army and the security forces in the current circumstances. It is a duty to desert the forces and to stand against them.
2. We call for the support and the strengthening of the Free Syrian Army. Members of the regular army
and security forces should join it in order to protect civilians, cities, and public institutions. We also call on Muslims and on the free world to support and assist this army in any way possible, materially and morally, in order for it to carry out its mission and to organise its ranks.
3. It is a duty to support the revolutionaries in Syria in all their material and psychological requirements, so that they can successfully complete their revolution and attain their rights and their freedom.
4. We call on Arab and Islamic states to take a firm stand with those states which support the Syrian regime, in particular Russia and China, and we call on Muslim peoples and their institutions to send messages of protest to the representatives of these two states and to demonstrate in front of their embassies all over the world. They should be told that they must not turn the blood of innocent people in Syria into a tool to strengthen their economic and military presence in the world. These states must realise that the future in the region belongs to the people. Whoever places his hopes on repressive tyrannical regimes prepared to kill their own people will certainly be disappointed. Their end is near. The people will not forget the shameful stances of those who stood against them and supported their oppressors.
5. We call on the revolutionaries in Syria and the Syrian National Council to stand united and to set aside any differences they may have amongst themselves, currently, or in the future. They should harbour sincere intention to build their future state on the basis of justice and the preservation of rights and freedoms. They should create civil institutions to preserve national unity and foster reconciliation steering clear of individual, class, or regional interests.
They also need to protect the ethnic and religious minorities which have lived for more than a thousand years as part of the Syrian people, and who have along with the majority, all the rights of citizenship. Only the regime and its institutions have responsibility for the horrific crimes which have been committed (and not the minorities they may belong to).
6. We announce that popular committees to support the Syrian revolution are being formed all over the world especially in Jordan, Lebanon, and Turkey. Such committees will also help Syrian refugees and those who have been forced out of their homes who need food, clothing, and medicine.
We pray that God grant the Syrian people immediate relief, preserve their unity, and return to them a state of security and stability under a just government which is committed to the preservation of people’s rights and freedom.

but then again, i wudnt really expect this from some scholars on this list e.g. the likes of ali goma who is a govt scholar. However, i do have immese respect for sk Haitham for his continued contribution in helping to highlight the plight of muslim around the world. i encourage the sheikh to highlight the call for khilafah in the muslim world in his discussions and talks.

What happens after Bashar. look at Tunisia,Aljeria, Egypt, Libya, Palestine,Uganda, Bosnia and Somalia and many others. What scholars have done and what is in their power to rebulild them.
People who urinate QUR'AN or Burn the QUR'AN what scholars have done and what they can do? is it enough to pass FATAWA's only? They supposed to do more than that which is not being done.

As an earlier commenter has pointed out, the scholars of this Ummah are the inheritors of the prophets (peace and blessings of Allaah be upon all of them).
They are the guardians of the religion, they preserve it from deviation and concealment of the truth and this is a huge responsibility.
Remember that hiding and veiling the Truth from the people is a betrayal of the duty that Allah has entrusted the scholars with and that it is an infringement on the essence of the religion Allaah has send down for the benefit of mankind.
Allaah says:
“And when Allaah took a covenant from those who were given the Scripture, (saying), "You must make it clear to the people and not conceal it."”
[Aal 'Imraan, 187]
Why are you misleading the muslim people by placing the hope of the Ummah on the so called "free world" and those puppet administrations you describe as "Arab and Islamic states" while you are well aware of the fact that those same entities are a principal and basic element in the crimes of this regime?
Why don't you make clear on which religious principles or fundamentals this regime of Bashar al-Assad should be fought and overthrown?
Is it because they kill muslims or because Bashar al-Assad is a kaafir ruler?
Well, you know there are also muslims being killed in Afghanistan, Pakistan, Irak, Somalia and other muslim lands and you yourselve seem pleased with living under a tyrannical kaafir government who takes part in these killings, remaining silent about its crimes.
Why is it you never wrote or signed a fatwa clarifying to those who claim to be muslim members of the British army that it is not permissible to remain in service And urge these individuals to disobey orders?
Why don't you, for example, call for the support and the strengthening of the Taliban in Afghanistan, Al-Shabaab in Somalia, and other islamic movements who are known for their jihad against the disbelievers and establishing the law of Allah throughout the land?
If it is the authority of the disbelievers you fear and which prevents you from clarifying the thruth, then remember that all your affairs are being recorded, and soon you will be questioned by your Lord and their Lord Allaah; the firm possessor of strength.
Was salaam

In times of distress, Muslims need to support each other.
The spirit of Islam makes a true believer raise his voice against sin and oppression.
Forget the fatwa, by virtue of being a believer in the Qur'an and the Sunnah, we need to raise our human voice against inhuman treatment whether it comes from a single person or from the government!

The F(asad)SA hasnt mentioned that they are doing this for the sake of islam. These scholars have completely ignored the fact that british and qatari troops are on syrian grounds helping these rebels, is that all of a sudden okay to these scholars? or does it not matter that the u.k are STILL in afghanistan and have been commiting atrocities towards our ummah for decades and decades now ?.
These scholars are not real scholars , they are political puppets really.
I would advise every muslim to disregard this fatwa.

In light of these narrations, would it be unfair to say that Islam supports dictatorships?
In light of Syria, i know that Muslims cannot consider that regime legitimate as they claim to be Allawite. But if Bashar Al Assad was a Muslim, who enforced 5 times a day prayers, and forced women to wear Hijabthen it would of been a different story.

1.) Who are being referred to here as the 'Free world'? Is it the likes of the US whose Secretary of State, Hilary Clinton only last year called Bashar Al Assad a 'Reformer'? Or is it the UK who housed and educated the man while his father was carrying out the same crimes in the 80's and 90's? Do these scholars know nothing of how the 'free world' operates in securing it's benefit at the expense of muslims and Islam? Do they believe that the 'free world' will welcome an islamic change in Syria?
2.) Why now have they chosen now to issue this fatwa and why only on Syria? Is it because they can do this without being labelled on the wrong side of extremism? What about those being killed in Pakistan and Afghanistan by US drones and troops? Or the crackdown on protestors in parts of Saudi. Was it not Ali Goma who denounced the demonstrations in egypt? It seems that these fatwa's seems to appear when there is no fear of going against establishment whether that be from their host countries or the western nations.
3.) Does the following line also extend to the crimes committed by the regimes in the scholars host countries "Whoever places his hopes on repressive tyrannical regimes prepared to kill their own people will certainly be disappointed."
4.) The usage of certain, unqualified terms is extremely worrying. terms such as 'preserve freedom' and 'national unity' have sinister meanings within them. We know very clearly that the only future for Syria, indeed the whole muslim world is Islam. There must be rule by islam. Do these 'freedoms' and 'national unity' corroborate or contradict Islam? Are these scholars promoting a unity based on nationalistic, ethnic or tribal lines as opposed to Islamic lines?
I would urge this ummah to not take in such a fatwa without critical thinking and reference to Islam.
We should not obfuscate the point either. It is clear from Islam that not ruling by it is the cause of oppression and tyranny. Democracy or any other un islamic system of governance will fuel further misery on the people of sham.

Also, the statement from the fatwa: "It is a duty to support the revolutionaries in Syria in all their material and psychological requirements" is a very strong statement, considering there are 'revolutionaries' active in all parts of the world . We've been told not support militant Islamic political groups due to their links to al-Qaeda (which mass-media admits is active in Syria) and for which many have been persecuted in the 'War on Terror' and which scholars have also denounced along with all militant Islam. However, now that its 'politically acceptable' by the West it's all good?
Seems like scholars, just like the olden days, get used to control the masses. Only difference is we see it in front of our own eyes and are too stupid to realize it.

We call on Arab and Islamic states..
Which islamic state are they refering to?
Where is the call to mobilise the muslim armies? Are you kidding yourself? You will never get support from other tyrants and western govts without them having their own agenda for our muslim lands.
It's time we all, including scholars realised that we need to call for the implementation of Allah's laws which has been absent for decades! This is the real solution to these problems!
All the time in the statement it mentions people, people, people these are not just people these our brothers and sisters in Islam why arent scholars saying fight for muslims, sounds like a letter authorised by the muslim hating west!
