Slough community voices frustration against “Prevent lobby”

The Slough Prevent Advisory Group (SPAG) held yesterday a community event in partnership with Iqra Primary School and Slough Borough Council on the government’s controversial Prevent agenda. The event titled “Have Your Say on Prevent” hosted a number of speakers to discuss the contentious agenda and answer questions in relation to it.

The event chaired by Professor Humayun Ansari (Royal Holloway University of London) comprised a panel of speakers including Abu Ahmed (Counter-Terrorism Engagement & Communications at Home Office), Naheem Bashir (Slough Prevent Coordinator), Chief Inspector Mark Spencer (Thames Valley Police) and Rob Faure Walker (former teacher, current academic, Research Editor of Prevent Digest).

The event comprised of audience members putting questions and comments to the panel, which was missing the Home Office panellist for the first half of the two-hour event. Once he did arrive, however, he was met with heckles and an audible frustration at his apparent reading of pre-prepared “answers” to criticism of the toxic Prevent policy. Frustration mounted as almost every statement or statistic Abu Ahmed gave in defence of Prevent, was corrected by the only academic and non-Prevent person on the panel, Rob Faure Walker, prompting accusations of lying and disingenuousness from the audience.

One of the audience members was Dr Tariq Yunus, a post-doctoral fellow at the British Academy based in UCL’s Psychiatry division. He told Islam21c:

“What was really significant is that there was palpable anger and frustration in the room. In fact, I’m willing to bet that the anger and frustration at the end was worse than at the beginning, which also begs the question as to the form and function of the event, and the failure of the panel to address the anger and frustration. It’s the responsibility of the panel to make sure people don’t leave more angry and frustrated than when they came, otherwise their roles were useless and they’re making things worse.”

Another audience member, a PhD student researching Prevent, said:

“There was a lot of answer-evading, especially by the “Prevent lobby”. There was palpable anger and tension in the room that none of the Prevent people seemed to appreciate or take into account when they were answering. I thought it represented the lack of humanity behind current counter-terrorism legislation and Prevent especially. None of it dealt with the issues.”

A Muslim audience member told Islam21c the following:

“I think the Panel was very imbalanced with two Muslims (one from the Home Office and the local Prevent Officer) who are paid to sell and implement Prevent with the locals Chief Police Inspector supporting them; with Rob Faure Walker the sole anti Prevent voice. For me that was very, very disappointing and unacceptable. To make matters worse the Chairman did a poor job of chairing the event. There should have been an evenly balanced panel with at least one Muslim voice that was anti-Prevent from one of the well-known organisations to enable a fair and well informed and discussion.”

A history of controversy

Prevent is one of the four stands of the government’s counter-terrorism strategy which is known as ‘Contest’. Unlike the other strands—which exist to deal with things related to actual terrorism—Prevent was created to combat “extremism”, which was defined as the opposition to “British values”. This was due to the misguided, ideologically-based belief—now rejected by the government—that something called “extremism” causes terrorism.[1] This underlying “radicalisation” theory still remains in Prevent vocabulary despite the government distancing itself from the refuted conveyor belt theory and the ERG22+ “extremism” risk factors that were once offered as justifications for the policy, before their “scientific” basis was condemned by 140 experts across the world,[2][3] off the back of a CAGE report exposing it as “pseudoscience”.[4]

As a result of the very essence of Prevent being based on ancient myths and stereotypes about the causes of non-White violence, for many years Prevent has been criticised as being Islamophobic and racist. It is said to have targeted the Muslim community and, over the years, its implementation has deteriorated civil liberties, thus restricting political opposition and constraining any possible room for essential dialogue within schools, colleges and universities.

According to a report published by the racial equality organisation JUST Yorkshire, the Prevent strategy is having disturbing consequences on society. The report stated that the strategy is “built on a foundation of Islamophobia and racism”. The report also states that the strategy is “ineffective and counterproductive” and should be repealed.[5]

Independent organisation PREVENT digest calls for Prevent to be suspended and reviewed, describing the “evidence” underlying it “…as flawed and racist as early attempts to classify criminals by head shape”. [6] It adds that Prevent stifles debate, as attested by the Home Affairs Select Committee. [7]

The United Nation special rapporteur on racism stated that, “The Prevent duty is inherently flawed, and expansion of a flawed program to cover more groups is by no means curative”. [8] This expresses that the targeting of Far-Right groups does not obfuscate the harm carried out by the Prevent strategy.

Many have criticised, opposed and called for the repeal of the strategy. This ranges from the National Union of Students (NUS), Federation of Student Islamic Students (FOSIS), the University and College Union (UCU), National Union of Teachers (NUT), faith groups and activists. [9] As well as these groups, many cross-party MPs and even the Government’s own reviewer of terrorism legislation, Max Hill QC, have opposed the government’s strategy and even gone so far as saying terror laws in principle should be scrapped as they are “unnecessary”. [10]

Figures published by the Home Office display an increase in Prevent referrals across the country, overwhelmingly targeting Muslims. 65% of the 7,631 referrals noted in the released figures refer to Muslims, despite being approximately 5% of the population. 56% of the total referrals were aged 20 or under, whilst a quarter of the referrals were of under-15s. Most of the referrals came from the Education sector, followed by the police. [11] [12]

When one considers that Muslims comprise approximately 5% of the United Kingdom,[13] and less than 5% of the perpetrators of “successful and foiled” terror plots,[14] yet are vastly overrepresented in the counter terrorism matrix—from Prevent referrals to Schedule 7 stops and searches to “terrorism” convictions—not only does this lead to unjustified fear and panic from the broader population, but contributes to the alienation and disenfranchisement of many young or mentally vulnerable Muslims. [15]

This is one of the reasons that an increasing number of researchers and activists have been warning that Prevent is not just ineffective but actually counterproductive. This is because a sense of alienation, disenfranchisement, experience of racist double standards, and so on, have long been significant empirically-determined causal factors involved in the likelihood of some people to be drawn into political violence and terrorism, emphatically not the non-violent beliefs and opinions—be they “radical” or not—that the Prevent programme has been focusing attention on. [16]

The failure of previous theories to justify Prevent (conveyor belt theory, ERG22+) has led to the language of “safeguarding” children to be adopted instead. However, as Rob Faure Walker mentioned in the panel, echoing what teachers up and down the country have been saying, Prevent being forced on schools has actively undermined safeguarding procedures in school, stifling debate (due to the compulsory duty on teachers to “report” students) and discussions that students need to get their grievances and frustrations heard.

After the event, Rob Faure Walker, told Islam21c that:

“This was quite an interesting event where the community raised their concerns—as was the name of the event, “have your say”. I didn’t get the impression that anyone was actually listened to. That’s why I pushed Abu Ahmed to take the official minutes of this meeting and ask for an official, written response from the Home Office.”

A member of SPAG, the organising group, said:

“Slough Prevent Advisory Group was formed solely for the purpose of providing the community with a platform and communication bridge to allow their voices and opinions to be acknowledged and for the authorities to fix the gaps in their policies. This was the first event of its kind and for the purpose of engagement it was very successful. The majority of the feedback received was positive irrespective of individuals being pro or anti prevent. We hope to continue building our trust with the community by facilitating more engagements and debates addressing issues with Prevent, as well as strengthening the Community from within. We truly believe that only when follow up actions are made by way of change in policies and strategies, will the community feel that their concerns have been addressed. We sincerely hope to continue our work as SPAG to improve and further tackle concerns in the community.

  1. There will never be end to terrorism as long as Muslim children keep on attending non-Muslim schools with non-Muslim teachers. Muslim youth are born into British society and socialized in British schools, or naturalized after years of residence and integration, but endure frustrating barriers to socioeconomic mobility and face discrimination as members of an ethnic minority. And though a majority identify as British, a 2006 Pew survey shows how British Muslims maintain attitudes of disaffection and alienation more than Muslims in other European countries. Opportunistic imams can then mobilize a minority of impressionable youth toward a fundamental practice of religion. In fact, former Foreign Office Minister Kim Howells directly attributes the threat from British-born Islamic State militants in Syria and Iraq to not dealing with their radicalization in the U.K.

    None of 7/7 bombers and British Muslim youths who are in Syria and Iraq are the product of Muslim schools. They are the product of British schooling which is the home of institutional racism with chicken racist native teachers. It is absurd to believe that Muslim schools, Imams and Masajid teach Muslim children anti-Semitic, homophobic and anti-western views. It is dangerously deceptive and misleading to address text books and discuss them out of their historical, cultural and linguistic context. In Islam there is no commandment to kill people by making such allegations against them. The cartoonists had exercised their freedom of expression, and freedom of expression is totally allowed in Islam. Even during the Prophet’s time there were several instances of ridicule, however the Prophet and his Companions neither punished such persons nor asked anyone to do so. On every occasion of this kind, the Prophet’s Companions always tried to positively disseminate the message of Islam. They never tried to punish these people.

    He must be a product of British schooling which makes him stupid, selfish and corrupt like majority of British MPs. It is a crime against humanity to send Muslim children to non-Muslim schools with non-Muslim teachers. Muslim children need state funded Muslim schools with Muslim teachers as role models during their developmental periods. They must develop their cultural. linguistic and spiritual identity before they are exposed to out side world, otherwise, they would be lost in western Jungle.

    Multiculturalism is not about integration but about cultural plurality. It is not about separation but about respect and the deepening awareness of Unity in Diversity. Each culture will maintain its own intrinsic value and at the same time would be expected to contribute to the benefit of the whole society. Multiculturalism can accommodate diversity of all kinds – cultural, philosophical and religious – so that we can create a world without conflict and strife. Britain can assume the role of accommodation and concern for all peoples, for our planet and indeed for our survival. Multi-Culturalism is even more important and crucial after 9/11 and 7/7. Muslim youths are also likely to feel alienated by a focus on shared Brutishness, rather than multicultural diversity. Rather than promoting a single British “us” teaching should acknowledge that “us” can be diverse and plural. Children should be encouraged to explore differences in appearance, history and religion to reduce social and educational fears. West must learn to respect and tolerate those who are different. Muslim community in all western countries need Masajid, state funded Muslim schools with Muslim teachers, halal meat, sharia laws, time of for Friday afternoon prayers in the Masjid, two religious official holidays per year and Muslim cemeteries. Stop treating foreigners like garbage and they will stop ruining your precious country. Why did you let them in in the first place if you didn’t want them here? They left everything in their countries because of your promises. Are you so anxious to please that you can’t say “no”? I would love to see you go to a foreign land where you don’t have any friends, you don’t even know anyone and you don’t speak the language, and start from scratch. I would just LOVE to watch you do that. Let them integrate and stop segregating them. What I want is people being nice to each other. I don’t care about race.
